It appears that the small tattoo is mark for an organization called 'Guardians Brotherhood Organization' according to Dureza in an interview. He and Duterte were former schoolmates way back and they know each other quite well.
When asked about the meaning of the tattoo, Dureza said "We are members of Guardians Brotherhood. It's a fraternal group of people. It started as a military fraternal group.
