The whole incident was caught on camera, with the police chief said to be armed with an M-16 rifle and was aiming for a balloon near the standing policeman at the back end of the firing range.
After a few moments in the video, 2 gunshots were heard and the "human target" can be seen falling down with an audible scream heard in the footage, a clear sign that he was hit by the gunshot.
According to Jun Ledesma, the one who posted the video, the human target was shot in the leg that caused him to fall down.
