De Lima to Face Graft and Torture Complaints Filed by Jaybee Sebastian


High profile inmate and convicted kidnapper Jaybee Sebastian filed a graft and torture complaint against Senator Leila De Lima. The charges came after Sebastian claimed to receive threats of his life when he was transferred to the maximum security compound by De Lima during her tenure as justice secretary of the DOJ.

Lawyer Eduardo Arriba proceeded to the Office of the Ombudsman to file the criminal case but failed due to lack of requirements and is yet to be subscribed. Still, Arriba's camp will attempt to file the case again on Thursday.

De Lima ordered raids in the New Bilibid Prison in 2014 wherein Sebastian was transferred to Building 14 wherein his camp claims that Sebastian's life was in danger from the hands of other inmates. Arriba cited the Republic Act No. 9745 or the Anti-Torture Act that De Lima violated, stating that Sebastian was subjected to torture after being placed on the solitary confinement for 24 hours. Arriba said “While it may be true that the purpose is to secure him, pero ni-lock up mo dun to the effect, tinorture mo siya, kasi locked up siya 24/7,” Arriba said.

He also stated that De Lima's branding of Sebastian as a government asset placed his life in greater danger. Sebastian was also involved in De Lima's drug money collection in order to raise funds for her campaign during the elections.
